Electrical installation certificate - What are they ?

A safety certificate issued by the electrician on completion of a new electrical installation, or changes to an existing electrical installation. The certificate confirms that the installation has been designed, built, inspected and tested to the UK national standard BS 7671.

Guidance for approved contractors and conforming bodies
NICEIC certificates are accountable documents. Unused certificates should be kept secure by the Qualified Supervisor. A record of each certificate used should be made on the record sheet provided. Unused sets of obsolete certificates must be destroyed to prevent their misuse.

Only the NICEIC Approved Contractor or Conforming Body responsible for the construction of an electrical installation is authorised to issue an NICEIC Electrical Installation Certificate for that work.

General
Detailed guidance on the completion of this and other NICEIC forms for certification and reporting is included in the NICEIC Inspection, Testing and Certification book. The NICEIC Electrical Installation Certificate is to be used only for the initial certification of a new installation, or new work associated with an alteration or addition to an existing installation, carried out in accordance with BS 7671, including any amendments.

It is not to be used for a periodic inspection of an existing installation, for which a Periodic Inspection Report form should be used.

An NICEIC certificate must not be issued for electrical work in a potentially explosive atmosphere (hazardous area) unless the Approved Contractor holds an appropriate extension to enrolment for such work.

Where a certificate is to be issued for an alteration or addition to an existing installation, the designer is required to ascertain that the rating and condition of any existing equipment, including that of the distributor (which may have to carry any additional load), are adequate to accommodate in safety the altered circumstances resulting from the modifications, and that the earthing and bonding arrangements (if necessary for the protective measures applied for the safety of the addition or alteration) are also adequate (see Regulation 131.8).

Where an Approved Contractor discovers the existence of a dangerous or potentially dangerous situation in the existing installation (such as the absence of earthing or protective bonding conductors where the protective measure against electric shock is Automatic Disconnection of Supply (ADS), the new work should not proceed and the client should be advised immediately, preferably in writing, to satisfy the duties imposed on competent persons by the Electricity at Work Regulations 1989. This can also be achieved by the issue of an NICEIC Electrical Danger Notification Certificate to the client.

The certificate marked ‘Original’, including any additional schedule(s) of circuit details and test results, and any other additional pages and additional records, is to be given to the person ordering the work, as required by Regulation 631.1. The certificate marked ‘Duplicate’ is to be retained by the Approved Contractor and made available for review by NICEIC.

These certificates have been designed for compilation by hand or with the aid of computer software. Irrespective of the method of compilation of the certificate, it remains the responsibility of the compiler to ensure that the information provided on the certificate is factual, and that the electrical installation work to which the certificate relates is safe to be put into service.

Where the electrical work to which an Electrical Installation Certificate relates includes the installation of a fire alarm system and/or an emergency lighting system (or a part of such systems), the Electrical Installation Certificate must be accompanied by a separate certificate or certificates as prescribed in the relevant British Standards. Suitable certificates are available from NICEIC.

The total number of pages comprising the certificate must be inserted in the box provided at the foot of each of the pages on the right-hand side.

Completing the Certificate


Page 1
The information provided in the Details of Installation box should fully and uniquely identify the location, scope and nature of the electrical installation work covered by the certificate.

Where the design, construction and inspection and testing of the installation work is the responsibility of more than one person:


Each of the three elements of the installation work, namely design, construction and inspection and testing, must be certified in the boxes provided for the purpose. In cases where the design element has been shared between two bodies, both bodies responsible must certify that the design meets the requirements of BS 7671.

Exceptionally, where the use of new materials or inventions leads to departures from BS 7671, details of the departures, which must not reduce the degree of safety, are to be recorded in the data-entry box provided in the Design section of the certificate (Regulation 120.4), and repeated in the data-entry boxes provided in the Construction and the Inspection and Testing sections to confirm the designer’s(s’) intent. Where no departures have been sanctioned by the designer(s), the data-entry boxes should be completed by entering ‘None’.

Where responsibility for the design, the construction and the inspection and testing of the electrical work is divided between the Approved Contractor and one or more other bodies, the division of responsibility should have been established and agreed before commencement of the work. In such a case, NICEIC considers that the absence of certification for the construction, or the inspection and testing elements of the work would render the certificate invalid. If the design section of the certificate has not been completed, the notes on the reverse of the certificate advise the recipient to question why those responsible for the design have not certified that this important element of the work is in accordance with the national electrical safety standard.

The body responsible for the inspection and testing of the electrical work is also responsible for comparing the results with the relevant criteria (Regulation 612.1).


Where the design, construction and inspection and testing of the installation work is the responsibility of one person:


A single signature declaration may be made in the section headed Design, Construction, Inspection and Testing. Where the use of new materials or inventions leads to departures from BS 7671, details of the departures, which must not reduce the degree of safety, are to be recorded in the box provided in the Design, Construction, Inspection and Testing section of the certificate (Regulation 120.4). Where no departures have been sanctioned by the designer, the box should be completed by entering ‘None’.Inspection and testing:

Certification for inspection and testing provides an assurance to the recipient that the electrical installation work has been inspected and tested, that the results have been compared with the relevant criteria (Regulation 612.1), and that the work is in accordance with BS 7671 (as amended,) except for any departures sanctioned by the designer and recorded on the certificate. The party responsible for the inspection and testing of the installation has full responsibility for the comparison of results with the relevant criteria in accordance with Regulation 612.1.

Where the inspection and testing has been carried out by an Approved Contractor, the inspection and testing results should be reviewed by the registered Qualified Supervisor, who must confirm such review by signing the box provided. In exceptional circumstances, the Qualified Supervisor may delegate authority for reviewing the inspection and test results to another competent full-time electrical supervisor employed by the Approved Contractor. Only a registered Qualified Supervisor employed by the Approved Contractor may sign the certificate to take responsibility for both the inspection and testing, and for reviewing the results.

Completion of the Particulars of the Organisation(s) Responsible for the Electrical Installation on page 2 will identify to the recipient the organisation(s) responsible for the work certified by their representative(s) on page 1. The organisation(s), address(es) and postcode(s) must be given, together with the NICEIC Enrolment Number and, where appropriate, the Branch Number. Where the Approved Contractor has been responsible for elements of the work in addition to construction, repetition of the Particulars of the Organisation(s) Responsible for the Electrical Installation is unnecessary and, in such cases, the words ‘Details as given for Construction’ may be inserted, where appropriate. The data required to complete the Supply Characteristics and Earthing Arrangements are straightforward, except as regards the number of supplies, which must be identified in the box even where there is only one. Where the installation can be supplied by more than one source, such as the public supply and a standby generator, the higher or highest values of prospective fault current, ‘pf’ and external earth fault ioop impedance, Ze, must be recorded in the boxes provided for the purpose. Where a number of sources are available to supply the installation, and where the data given for the primary source may differ from other sources, an additional page must be included in the certificate which gives the relevant information relating to each additional source.

The details required for Particulars of the Installation at the Origin are again straightforward, except where a number of sources are available to supply the installation. Where the data given for Means of Earthing and Main Switch or Circuit-Breaker relating to the primary source may differ from that of other sources, the relevant information must be recorded for each additional source.

The box for Comments on the Existing Installation must be completed by inserting either ‘None’ where no comment is offered, or by entering the page number(s) of additional pages embodying such comments, as appropriate. There is no requirement to carry out a formal inspection of parts of an existing installation unrelated to the work to which the certificate applies, but a periodic inspection report should be recommended to the client if there is reason to believe that unrelated parts of the existing installation are in an unsatisfactory condition.

The appropriate time interval before the next inspection of the installation becomes due is to be inserted in the box headed Next Inspection. lEE Guidance Note 3 gives guidance on the maximum time interval recommended for different types of premises.

All boxes on the Schedule of Items Inspected and the Schedule of Items Tested are to be completed, as appropriate for the particular installation, by inserting a ‘/‘ to indicate that an inspection or a test was carried out and that the result was satisfactory, or ‘N/A’ to indicate that a particular inspection or test was not applicable to the particular installation.

Note that a certificate must not be issued if the result of an inspection or test is unsatisfactory, and that no inspection or test should be prevented by a limitation. Therefore, the insertion of a ‘)(‘ to indicate that the result of an inspection or test was unsatisfactory, or a ‘LIM’, to indicate that a limitation prevented an inspection or test being carried out, are NOT options for an Electrical Installation Certificate.

Where additional records, such as as-fitted drawings and certificates for related work (such as the commissioning of fire alarm or emergency lighting) are to be submitted in conjunction with the certificate, these are required to be identified in the Schedule of Additional Records section near the bottom of the page.

Pages 4 and 5 onward
For installations having more than one distribution board or more circuits than can be recorded on pages 4 and 5, one or more additional pages of the Schedule of Circuit Details for the Installation and Schedule of Test Results for the Installation (ISN) will be required. Where the installation work includes one or more distribution (sub-main) circuits, details of the circuit(s), and the related test results, must be recorded on continuation schedules. Continuation schedules are available separately from NICEIC. The additional pages are to be given the same unique serial number as the other pages of the certificate*, by first striking out IPN and then adding the remainder of the unique serial number in the space provided. Superseded versions of the continuation schedules must not be used in conjunction with these certificates. The page number for each additional schedule is to be inserted, together with the total number of pages comprising the certificate (eg page 6 of 7)*•

For distribution boards not connected directly to the origin of the installation, the higher or highest values of ‘pf and must be recorded on the Schedule of Test Results for the Installation, for each distribution board. Additionally, the higher or highest values of earth fault loop impedance (Z5) must also be recorded for all final circuits. Further Guidance For further guidance on completing the certificate, refer to the practical advice and guidance in the NICEIC Inspection, Testing and Certification book, the current edition of BS 7671, and lEE Guidance Note 3.


 

Electrical installation certificate - Recipient Information

 

This safety certificate has been issued to confirm that the electrical installation work to which it relates has been designed, constructed, inspected, tested and verified in accordance with the national standard for the safety of electrical installations, British Standard 7671 (as amended) - Requirements for Electrical Installations.

Where, as will often be the case, the installation incorporates a residual current device (RCD), there should be a notice at or near the main switchboard or consumer unit stating that the device should be tested at quarterly intervals. For safety reasons, it is important that you carry out the test regularly. Also for safety reasons, the complete electrical installation will’ need to be inspected and tested at appropriate intervals by a competent person. NICEIC* recommends that you engage the services of an Approved Contractor for this purpose. The maximum interval recommended before the next inspection is stated on Page 2 under Next Inspection. There should be a notice at or near the main switchboard or consumer unit indicating when the inspection of the installation is next due.

Only an NICEIC Approved Contractor or Conforming Body responsible for the construction of the electrical installation is authorised to issue this NICEIC Electrical Installation Certificate.

The certificate consists of at least five numbered pages. The certificate is invalid if any of the five pages are missing. The certificate has a printed seven-digit serial number which is traceable to the Approved Contractor to which it was supplied by NICEIC. For installations having more than one distribution board or more circuits than can be recorded on pages 4 and 5, one or more additional Schedules of Circuit Details for the Installation, and Schedules of Test Results for the Installation (pages 6 and 7 onwards) should form part of the certificate. This certificate is intended to be issued only for a new electrical installation or for new work associated with an alteration or addition to an existing installation. It should not have been issued for the inspection of an existing electrical installation. A ‘Periodic Inspection Report’ should be issued for such a periodic inspection.

This certificate should not have been issued for electrical work in a potentially explosive atmosphere (hazardous area) unless the Approved Contractor holds an appropriate extension to NICEIC enrolment for such work.

You should have received the certificate marked ‘Original’ and the Approved Contractor should have retained the certificate marked ‘Duplicate’.If you were the person ordering the work, but not the user of the installation, you should pass this certificate, or a full copy of it including these notes, the schedules and additional pages (if any), immediately to the user.

The ‘Original’ certificate should be retained in a safe place and shown to any person inspecting or undertaking further work on the electrical installation in the future. If you later vacate the property, this certificate will demonstrate to the new user that the electrical installation complied with the requirements of the national electrical safety standard at the time the certificate was issued.

Page 1 of this certificate provides details of the electrical installation, together with the name(s) and signature(s) of the person(s) certifying the three elements of installation work: design, construction and inspection and testing. Page 2 identifies the organisation(s) responsible for the work certified by their representative(s).

Certification for inspection and testing provides an assurance that the electrical installation work has been fully inspected and tested, and that the electrical work has been carried out in accordance with the requirements of BS 7671 (except for any departures sanctioned by the designer) and recorded in the appropriate box(es) of the certificate.

Where the electrical work to which this certificate relates includes the installation of a fire alarm system and/or an emergency lighting system (or a part of such systems) in accordance with British Standards BS 5839 and BS 5266 respectively, this electrical safety certificate should be accompanied by a separate certificate or certificates as prescribed by those standards.

Where the installation can be supplied by more than one source, such as the public supply and a standby generator, the number of sources should have been recorded in the box entitled Number of Supplies, under the general heading Supply Characteristics and Earthing Arrangements on page 2 of the certificate, and the Schedule of Test Results compiled accordingly. Where a number of sources are available to supply the installation, and where the data given for the primary source may differ from other sources, an additional page should have been provided which gives the relevant information relating to each additional source, and to the associated earthing arrangements and main switchgear.

Should the person ordering the work (eg the client, as identified on Page 1 of this certificate), have reason to believe that any element of the work for which the Approved Contractor has accepted responsibility (as indicated by the signatures on this certificate) does not comply with the requirements of the national electrical safety standard (BS 7671), the client should in the first instance raise the specific concerns in writing with the Approved Contractor. If the concerns remain unresolved, the client may make a formal complaint to NICEIC, for which purpose a standard complaint form is available on request. The complaints procedure offered by NICEIC is subject to certain terms and conditions, full details of which are available upon application. NICEIC does not investigate complaints relating to the operational performance of electrical installations (such as lighting levels), or to contractual or commercial issues (such as time or cost).
