Emergency lighting certificates
Information Emergency lighting certificates - What are they ?
On completion of the installation of the emergency lighting system, or part thereof, a completion certificate should be supplied by the installer to the occupier/owner of the premises.
Form 1
Emergency lighting completion certificate guidance for approved contractors and conforming bodies.
The RED NICEIC Emergency Lighting Completion Certificate (Form 1) is an accountable document and unused forms should be kept in a safe place by the Qualified Supervisor. A record of each form used should be made on the record sheet provided with these forms. Unused sets of obsolete NICEIC forms must be destroyed to prevent their misuse.
Only the NICEIC Approved Contractor or Conforming Body responsible for the construction of the emergency lighting installation (or, in the case of verification of an existing installation, checking the relevant construction aspects) is authorized to issue the RED NICEIC ‘Emergency Lighting Completion Certificate’.
An NICEIC Approved Contractor having a UKAS enrolment certificate is not authorized to issue NICEIC certificates or forms relating to work in potentially explosive atmospheres (hazardous areas) unless NICEIC has granted the relevant extension to the scope of that contractor’s enrolment.
The Emergency Lighting Completion Certificate should be accompanied by Form 2 — Emergency Lighting
Design Declaration, Form 3 — Emergency Lighting Construction Declaration and Form 4 — Emergency Lighting Verification Declaration, without these forms it is not valid.
General
The Emergency Lighting Completion Certificate is to be issued for the initial certification of a new emergency lighting installation, or for new work associated with an alteration or addition to an existing emergency lighting installation, carried out in accordance with BS 5266 Emergency Lighting Parts 1: 2005, 7: 1999 and 8: 2004 or used to verify that an existing installation (installed to a previous edition of the standard), complies with the above parts.
The Emergency Lighting Completion Certificate is not to be used for a periodic inspection of an existing emergency lighting installation, for which an Emergency Lighting Periodic Inspection and Testing Certificate should be used.
It is the responsibility of the Approved Contractor issuing the Emergency Lighting Completion Certificate to collect together Forms 2, 3 and 4, the Photometric design data, Log book and Other Essential Related Reference Documents for issue with the Emergency Lighting Completion Certificate.
The Approved Contractor is also responsible for ensuring that, when distributing Forms 2 and 4 for completion by the relevant organizations for completing them, a copy of the associated guidance notes for Approved Contractors and Conforming Bodies is also provided.
The Emergency Lighting Completion Certificate marked ‘Original’ is to be issued to one of the following persons (as applicable):
• The Responsible Person or Competent Person acting on their behalf (as required by the Management of Health and Safety at Work Regulations 1992, and the Regulatory Reform (Fire Safety) Order 2005 (in England and Wales)) or
• The Employer or Other Persons who have control over the premises to any extent and any person who through contract or tenancy has obligations in respect of maintenance or safety (as required by (the Fire (Scotland) Act 2005)) or
• The Employer or Nominated Employee who has special responsibility for fire safety (as required by the Fire Precautions (Workplace) Regulations (Northern Ireland) 2001 and the Management of Health and Safety at Work Regulations (Northern Ireland) 2000).
The certificate marked ‘Duplicate’ is to be retained by the Approved Contractor along with the duplicates of Forms 2, 3, and 4 for record purposes and made available for review by NICEIC.
The electrical installation work associated with a new emergency lighting installation, or an alteration or addition to an existing emergency lighting installation, to which this certificate relates must be certified by a separate Electrical Installation Certificate (or a Minor Electrical Installation Works Certificate as appropriate) in accordance with BS 7671 Requirements for Electrical installations (Section 631 refers). Certificate serial numbers should be recorded on Form 1 by the Approved Contractor issuing the Emergency Lighting Completion Certificate.
Form 1 — Emergency Lighting Completion Certificate
Completing the Certificate
All un-shaded data-entry boxes must be completed by inserting the information required.
Details of the Client
The client’s name and address is to be fully recorded.
Details of the Installation
The address of the installation and the extent of the installation covered by the certificate must be recorded, fully identifying the extent of the emergency lighting installation work to which the certificate relates. Where the certificate is used for verification of an existing installation (installed to a previous edition of the standard), this should be recorded by placing a tick in the separate box provided, and ‘N/A’ should be inserted in the three boxes; ‘New’, ‘An addition’ and ‘An alteration’.
Details of the Approved Contractor responsible for issuing the Certificate
The NICEIC Approved Contractor or Conforming Body issuing the Emergency Lighting Completion Certificate must identify their Trading name, address and postcode, together with the NICEIC enrolment number (and where appropriate the branch number).
Declaration of Conformity
The person accepting the certificate must complete this section to accept the declarations of conformity, and sign to declare the emergency lighting installation complies with the listed standards on the certificate. In England and Wales this will be the Responsible Person or Competent Person acting on their behalf, as required by the Management of Health and Safety at Work Regulations 1992 and the Regulatory Reform (Fire Safety) Order 2005. In Scotland this will be the Employer or Other Persons who have control of the premises to any extent, and any Person who through contract or tenancy has obligations in respect of maintenance or safety, as required by the Fire (Scotland) Act 2005. In Northern Ireland this will be the Employer or Nominated Employee having special responsibilities for fire safety, as required by the Fire Precautions (Workplace) Regulations (Northern Ireland) 2001 and the Management of Health and Safety at Work Regulations (Northern Ireland) 2000.
Details of Deviations from the Standard
Where deviations from BS 5266-1: 2005, have been sanctioned by the person responsible for the
design and agreed by the Responsible Person or Competent Person (England and Wales), Employer or Other Persons (Scotland) or the Employer or Nominated Employee (Northern Ireland) for the premises, details of these deviations relating to the design, construction and verification should be stated on Forms 2, 3 and 4 respectively, and also recorded on the Emergency Lighting Completion Certificate (by the issuing Approved Contractor) in this section. Where no deviations have been sanctioned, the boxes must be completed by entering ‘None’.
Validity Review and Essential Related Reference Documents
It is the responsibility of the Approved Contractor issuing the Emergency Lighting Completion Certificate to confirm that all of the documents and information relating to the emergency lighting system are listed in this section, and have been included with this certificate. The name, signature and date must be provided by the Approved Contractor (confirming the above) in the boxes provided. The name, signature and date of the qualified supervisor (who has the responsibility of reviewing the certificate) must also be recorded.
Where the Emergency Lighting Completion Certificate relates to a major alteration to an existing emergency lighting installation, it must be accompanied by an Emergency Lighting Periodic Inspection and Testing Certificate, in which case the certificate serial number must be recorded in the box provided in this section. The unique identifying number(s) of all design schedules must be recorded in the box provided. Record documents with photometric design data and/or design calculations must also be identified by recording their reference numbers in the box provided.
Where other documents are required by the Client, or have otherwise been provided, these may be identified in the box provided (Other documents, if any), or by reference out to a separate attached page.
Next Inspection
The date of the next inspection must be agreed by the designer and the person identified in section Dl and entered in section G1.
Form 2 - Emergency lighting design declaration guidance for approved contractors and conforming bodies
The declaration (Form 2) should be accompanied by Form 1 — Emergency Lighting Completion Certificate, Form 3 — Emergency Lighting Construction Declaration, and Form 4 — Emergency Lighting Verification Declaration, without these forms it is not valid.
General
Approved Contractors undertaking the design of an emergency lighting system must have access to the principal technical reference documents relating to emergency lighting systems, and correctly and consistently apply the design principles set out in those documents.
The principal technical reference documents for premises include:
• BS 5266: Part 1: 2005 Code of practice for the emergency lighting of premises
• BS EN 1838: 1999 / BS 5266-7: 1999 Lighting applications. Emergency lighting
• BS EN 50172: 2004 / BS5266-8: 2004 Part 8: 2004 Emergency escape lighting systems
• BS 7671 Requirements for Electrical Installations
• The Building Regulations Approved Document B 2000 Edition (England and Wales)

The declaration marked ‘Duplicate’ is to be retained by the Approved Contractor for record purposes and made available for review by NICEIC.

Design Conformity Declaration
The organization responsible for design must complete the check list in this section. The requirements of each itemized clause of BS 5266 -1: 2005 are identified with the prefix ‘D’ for design. A tick (/) must be placed in the ‘Yes’,
‘No’, or ‘N/A’ box to indicate whether or not the system conforms to the particular requirement or whether the requirement is not applicable to the particular installation. Details of Deviations from the Code of Practice

General
The Notes for Recipient on the certificate make it clear that although Approved Contractors have been assessed by NICEIC as having the technical capability to carry out electrical work in compliance with BS 7671, the scope of that electrical safety standard does not extend to the operational performance of electrical installations, including those associated with emergency lighting systems. The notes further advise recipients that, consequently, NICEIC is unable to investigate complaints about the operational performance of emergency lighting systems. However, Approved Contractors offering to design, install, alter, maintain, or inspect and test emergency lighting systems have a duty in law to ensure that all their supervisors and operatives given responsibility for such work are competent. This includes having a full understanding of all the technical and operational requirements relating to emergency lighting systems.
Approved Contractors undertaking the construction aspects of the emergency lighting system must have access to the principal technical reference documents relating to emergency lighting systems, and the correct and consistent application of the principles relating to the construction aspects of work set out in those documents.

Form 4 — Emergency Lighting Verification Declaration

Where the declaration is used for the verification of an existing installation this should be recorded in the separate box provided, and ‘N/A’ should be inserted in the three boxes; ‘New’, ‘An addition’ and ‘An alteration’.
Details of the Organization Responsible for the Verification of the Emergency Lighting Installation
Completion of the Particulars of the Organization Responsible for the Verification of the Emergency Lighting Installation will identify to the recipients the organization responsible for the verification work declared by their representative. The organization, address and postcode must be given.
Verification Conformity Declaration
The organization responsible for verification must complete the ‘Declaration of Conformity’ check list. The requirements of each itemized clause of BS 5266: Part 1: 2005 are identified with the prefix ‘V’ for verification. A tick (/) must be placed in the ‘Yes’, ‘No’, or ‘N/A’ box to indicate whether or not the system conforms to the particular requirement, or whether the requirement is not applicable to the particular installation.
Test Instruments Used
Where verification of the required illumination (Requirement V8) is undertaken by measurement the model and serial number of the test instrument(s) used should be recorded in the boxes provided. Where other methods have been used the boxes must be completed by entering ‘None’.
Details of Deviations from the Code of Practice (BS 5266: Part 1: 2005)
Where deviations from the requirements of BS 5266-1: 2005, have been sanctioned by the persons responsible for design and agreed by the Responsible Person or Competent Person (England and Wales), Employer or Other Persons (Scotland) or the Employer or Nominated Employee (Northern Ireland) for the premises details of these deviations are to be recorded on the declaration (Form 4), and additionally on the Emergency Lighting Completion Certificate (by the issuing contractor) in section El of Form 1. Where no deviations have been sanctioned, the boxes must be completed by entering ‘None’.
Verification
The name and signature of the person responsible for the verification of the emergency lighting installation, together with the date of signing must be inserted in the space provided.
This certificate (Form 1) should be accompanied by Form 2 — Emergency Lighting Design Declaration, Form 3 — Emergency Lighting Construction Declaration and Form 4 — Emergency Lighting Verification Declaration, photometric data and an appropriate Log book. It should be read in conjunction and supported by the documents identified in Section Fl.
Only the NICEIC Approved Contractor or Conforming Body responsible for the construction of the emergency lighting installation (or, in the case of verification of an existing installation, checking the relevant construction aspects), is authorized to issue this NICEIC
Emergency Lighting Completion Certificate (Form 1). The certificate has a printed seven digit serial number which is traceable to the Approved Contractor to which NICEIC supplied the form.
You should have received Forms 1 2, 3 and 4 marked ‘Original’ and the Approved Contractor should have retained Forms 1, 2, 3 and 4 marked ‘Duplicate’. Forms 1, 2, 3 and 4 are valuable documents and should be retained for future reference for the purpose of providing evidence of properly maintaining the emergency lighting installation. If you were the person ordering the work, but not the user of the installation, you should pass Forms 1, 2, 3 and 4, including any essential related reference documents (detailed on the reverse of this page), immediately to the Responsible Person or Competent Person (England and Wales), Employer or Other Persons (Scotland) or the Employer or Nominated Employee (Northern Ireland) for the premises.
The absence of Forms 2, 3, cr4, or the absence of documentation relating to photometric data or Log book, would render this certificate (Form 1) invalid on issue. The three individual declarations for ‘Design’, ‘ Construction’ and ‘Verification’, Forms 2, 3 and 4, must be complete, and the photometric data and Log book must be issued with the certificate. Where declarations of any of the three elements of the work have not been made, or documentation relating to photometric data or Log book is not included, it is recommended that you do not sign section Dl of this certificate and question why those responsible for the particular element of the work have not issued declarations that are in accordance with the recommendations of BS 5266 Parts 1, 7 and 8.
This certificate (Form 1) and the associated Forms 2, 3 and 4 are intended to be issued for a new emergency lighting installation or for new work associated with an alteration or addition to an existing emergency lighting installation. They may also to be used to verify that an existing installation (installed to a previous edition of the standard) complies with the current standards. They should not have been issued for the periodic inspection and testing of an existing emergency lighting installation. An Emergency Lighting Periodic Inspection and Testing Certificate should be issued for such a periodic inspection.
Forms 1, 2, 3 and 4 have been issued to enable the Responsible Person or Competent Person acting on their behalf (as required by The Management of Health and Safety at Work Regulations 1992, and the Regulatory reform (Fire Safety) Order 2005 in England and Wales) or the Employer or Other Persons who have control over the premises to any extent and any person who through contract or tenancy has obligations in respect of maintenance or safety (as required by the Fire (Scotland) Act 2005) or the Employer or Nominated Employee who has special responsibility for fire safety (as required by the Fire Precautions (Workplace) Regulations (Northern Ireland) 2001) and the Management of Health and Safety at Work Regulations (Northern Ireland) 2000), to accept the certificate (Form 1) and sign to declare that the emergency lighting installation work to which it relates has been designed, constructed and verified in accordance with the relevant recommendations given in BS 5266 Emergency Lighting Part 1:2005 Code of practice for the emergency
lighting of premises, BS EN 1838:
1999! BS 5266-7: 1999 Lighting applications - Emergency lighting, and BS EN 50172: 2004! BS 5266-8: 2004 Emergency escape lighting systems.
The ‘Original’ Forms 1, 2, 3 and 4 should be retained in a safe place and be shown to any person inspecting or undertaking further work on the emergency lighting installation in the future. If you later vacate the premises, the Forms will demonstrate to the new Responsible Person or Competent Person (England and Wales), Employer or Other Persons (Scotland) or the Employer or Nominated Employee (Northern Ireland) for the premises that the emergency lighting installation complied with the requirements of BS 5266 Parts 1, 7 and 8 and with BS 7671 Requirements for Electrical Installations, at the time the certificate was issued. Form 2 Emergency Lighting Design Declaration, Form 3 Emergency Lighting Construction Declaration, and Form 4 Emergency Lighting Verification ,Declaration identify the organization(s) responsible for the provision of the system and the name and signature of the person issuing the conformity declaration.

Should the person ordering the work e.g. the client, or the Responsible Person or Competent Person (England and Wales), Employer or Other Persons (Scotland) or the Employer or Nominated Employee (Northern Ireland) for the premises have reason to believe that the construction of the work for which the Approved Contractor has accepted responsibility (as indicated by the signature(s) on the declaration), does not comply with the requirements of the national safety standard (BS 7671) or the particular electrical safety aspects embodied in BS 5266 Parts 1, 7 and 8, the client should in the first instance raise the specific concerns in writing with the Approved Contractor. If the concerns remain unresolved, the client may make a formal complaint to NICEIC, for which purpose a standard complaint form is available on request.
